Woman arrested for drugs, theft after alert cop spots stolen vehicle

LAVERKIN – A St. George woman was arrested in LaVerkin Monday after an attempt-to-locate bulletin was issued for a stolen vehicle out of Hurricane and an alert police officer on patrol spotted the vehicle.

Shortly before 1 a.m., the stolen vehicle pulled into the Maverik gas station, located at 460 N. State St. in LaVerkin, and the officer pulled in behind it, LaVerkin City Police Officer Dennis Wolsleger said in the probable cause statement supporting the arrest.

The driver of the stolen vehicle was discovered to be 20-year-old Tori Anne Chidester, the statement said. She and her male passenger were handcuffed.

After calling for backup and receiving permission from the vehicle’s owner, officers searched the vehicle.

During the search, officers located Chidester’s purse, which contained syringes inside of it, Wolsleger said in the statement. Inside one of the syringe caps was a substance that tested positive for heroin.

Chidester was asked if she had anything else on her person, and she told officers “no,” according to the statement. Chidester was placed under arrest and transported to the Washington County Purgatory Correctional Facility.

“When (Chidester) was taken back to the cell,” Wolsleger said in the statement, “there was a small bag with black small granules in it found in her bra.”

Chidester admitted to jail staff that the substance was heroin, the statement said.

Chidester was charged with a second-degree felony for theft, a third-degree felony for drug possession, and a class B misdemeanor for possession of drug paraphernalia.

She made her initial court appearance Tuesday and is scheduled to make her next court appearance on Feb. 17.

This was not Chidester’s first run-in with the law. She was convicted of two counts of drug possession in December 2014, according to Utah state court records, and was placed on probation.

Man nabbed after rolling stolen vehicle on I-15, fleeing on foot

ST. GEORGE — A man is incarcerated and faces multiple felony charges after he allegedly rolled a stolen vehicle on Interstate 15 on Feb. 4 and then fled the scene of the accident on foot.

At approximately 3 a.m. on Feb. 4, Utah Highway Patrol troopers and St. George Police officers were dispatched to a rollover accident that occurred on southbound Interstate 15 near milepost 3, according to a statement written by UHP Trooper Grant Hintze in support of the arrest.

“A witness reported to dispatch that he saw the accident, and the occupants were trying to leave the scene,” Hintze wrote in the statement.

The St. George Communication Center received a call a short time later that two suspicious men matching the description of the rolled vehicle’s occupants were allegedly in a nearby neighborhood knocking on a door. St. George Police officers responded to the area, located the men and detained them. One of the men was identified as Izack King, 20, of Cedar City.

The owner of the stolen vehicle, also of Cedar City, was contacted and notified that her vehicle had been involved in an accident. She was unaware the vehicle was missing from her garage.

The vehicle owner told Cedar City officers “that the subjects at the scene broke into her house and stole the vehicle,” according to the statement.

“In the stolen vehicle was the registered owner’s purse and work folder with credit cards,” the statement said.

St. George officers brought the detained subjects to the scene of the accident.

“It was obvious from their disheveled appearance they were the occupants of the wrecked vehicle,” Hintze said in the statement.

Both men were mirandized before questioning. King then admitted to stealing the car, wrecking it and using the credit cards that belonged to the registered owner of the vehicle. King stated he used one of the cards at the Wal-Mart in Bloomington and at an unspecified gas station, according to the statement. He also admitted to driving the stolen vehicle at the time of the accident at speeds of 85 to 90 mph.

The other occupant of the vehicle told officers he was in Southern Utah to visit a friend in St. George. He said he had traveled from Salt Lake City to Cedar City with a friend and was dropped off. King picked him up at the McDonald’s in Cedar City in the stolen vehicle, according to the statement.

King said there were three credit cards in his wallet belonging to the vehicle’s owner. There was also a green backpack in the stolen vehicle that was his.

King complained of pain due to the accident. He and the other man were arrested and transported by St. George Police officers to Dixie Regional Medical Center for evaluation.

After speaking with the registered owner of the vehicle, Cedar City Police officers discovered not all the credit cards in King’s possession were the vehicle owner’s; some belonged to a Cedar City business. Three of the four credit cards were found in King’s wallet. After walking around the scene of the accident, Hintze found the fourth credit card, bearing the registered owner’s name, on the ground.

Upon checking her account, the vehicle owner said the credit card King had used showed three charges — one at Wal-Mart and two at a Texaco. Cedar City Police officers who were following up on the Texaco gas station charges said the station where the charges were made was most likely in Cedar City, according to the statement.

While searching King’s green backpack, Hintze found a cellphone, papers and a ceramic pot with what appeared to be a plastic baggie inside of it pushed to the very bottom. The smell of marijuana was emanating from inside the ceramic jar.

“The opening was very narrow, and I tried multiple tools to remove the plastic bag without breaking the pot,” Hintze said in the statement. “I could not remove the baggie, I broke the ceramic pot to get to the bag. I found the baggie was empty, but smelled of marijuana.”

King was asked about the ceramic pot and asked if he had smoked marijuana recently.

“Izack (King) replied he had not,” Hintze said in the statement.

King and the other man were medically cleared from the hospital and booked into the Washington County Purgatory Correctional Facility. The other man was later released from custody and has not been charged in connection with the incident at the time of this publication, according to information from the Washington County Attorney’s Office. The investigation into that man’s involvement in the incident is ongoing.

King was charged with one second-degree felony count of theft by receiving a stolen vehicle; four third-degree felonies for unlawful acquisition, possession or transfer of a finance card; one class A misdemeanor for leaving the scene of an accident; one class B misdemeanor for unlawful use of a financial transaction card; one class C misdemeanor for driving on an expired license; and one class C misdemeanor for failure to stay in one lane.

King is still in custody at Purgatory Correctional Facility at the time of this publication, according to current bookings information. His next court appearance is scheduled for Tuesday.

Noise complaint leads to double meth bust

CEDAR CITY — Two people are in police custody after officers discovered suspected methamphetamine and marijuana inside their Cedar City home Thursday.

Early Thursday morning, officers from the Cedar City Police Department responded to a home located on 200 North after receiving a noise complaint, Cedar City Police Sgt. Jimmy Roden said. Upon their arrival, officers spoke with two occupants of the home, Mark Randall, 48, and Becky Knowles, 52, and noticed something peculiar about their behavior.

“They we’re exuding signs of drug use,” Roden said, “and the officers there believed they were under the influence.”

As officers interviewed Randall and Knowles, both admitted there were drugs inside their home, Roden said. Officers then obtained a search warrant and entered the residence.

Once inside, officers located personal use amounts of marijuana and suspected methamphetamine along with drug paraphernalia, Roden said.

Police also discovered that Randall had two active warrants for his arrest: a $500 warrant issued by the Sevier County Justice Court for failure to appear on charges for supplying tobacco to a minor; and a $240 cash-only warrant out of Millard County Justice Court for failure to appear on misdemeanor speeding charges.

Both Randall and Knowles were arrested and booked into the Iron County Jail. Randall is charged with one second-degree felony for possession of methamphetamine along with his two active warrants. His bail for release on the newer charges is set at $5,000.

Knowles is also charged with one second-degree felony for methamphetamine possession, along with two class A misdemeanor charges for possession of marijuana and drug paraphernalia. Her bail for release stands at $5,000.

Man arrested for drug possession after altering driver’s license

ST. GEORGE – A St. George man was arrested on multiple charges Wednesday after officers discovered he had tried to change the date on his driver’s license to make it appear valid.

At about 3:30 Wednesday, St. George Police Officer Doug Iverson stopped a vehicle driven by Jonathan McArthur, 33, at 400 S. 100 West for having a brake light out, according to the probable cause statement supporting the arrest.

McArthur first claimed to be from Minnesota, however, no valid identification or driver’s license was found from that state, Iverson said in the statement, and McArthur denied ever having a Utah driver license.

“I advised him (that) I could not positively identify him, so until I could do that, he was under arrest,” Iverson said.

“During the course of that stop, the officer was trying to inquire about his driver’s license status, and was able to learn that he had an expired Utah driver’s license,” St. George Police Sgt. Sam Despain said. “In his possession, Mr. McArthur had a Utah ID card that had been expired, however, altered to make it look like it was still current.”

The license had been altered to make the expiration date of 2013 look like 2018, Iverson said in the statement.

“During the course of the investigation, he was also found to be in possession of suspected heroin, and heroin paraphernalia. So he was charged with the forgery, or altering that document, as well as driving on a denied license, the brake light violation, and the drug charges,” Despain said.

While searching McArthur, Iverson located a syringe and a spoon, which later tested positive for heroin residue, Iverson said in the statement.

McArthur was transported to the Washington County Purgatory Correctional Facility.

McArthur is charged with two second-degree felonies for forgery and possession of a controlled substance; a class A misdemeanor for possession of drug paraphernalia; and two class C misdemeanors for driving with a denied license and unlawful tail lamps. His bail is set at $22,043.

The charges were enhanced one degree, because the arrest took place in a drug free zone – less than 1,000 feet from a church or school, according to the statement.

Former middle school counselor arrested for porn, sexual battery on school grounds

CEDAR CITY – A former Cedar Middle School counselor was arrested Friday on charges of sexual battery and accessing pornographic material while on school grounds.

At approximately 12:30 p.m., Cedar City Police investigators arrested 39-year-old Samuel Naim El-Halta, of Enoch, who was employed as a counselor for the Iron County School District at the time the alleged incidents occurred.

The Police Department has been investigating El-Halta since November 2014, after receiving reports that he had been accessing pornography on school grounds while employed by the Iron County School District. El-Halta has also been charged with committing sexual battery on school grounds against seven different women.

During the course of the investigation, officers obtained a search warrant and seized the computer El-Halta used during his school district employment. Computer forensics personnel found at least 10 pornographic images on the computer that were directly linked to personal accounts belonging to El-Halta, according to a press release from the Cedar City Police Department.

Seven women were also identified during the investigation as having been inappropriately touched by El-Halta while on school grounds.

“The inappropriate touching was generally described as touching of breasts or buttocks over their clothing,” the press release said. “These incidents occurred over the course of several months during El-Halta’s routine encounters with the victims.”

Though the inappropriate touching incidents occurred on school grounds, none of the victims were students, according to the press release.

There was no evidence presented that suggests any students were ever victimized by El-Halta,” the release said.

El-Halta’s employment with the school district was terminated in the fall of 2014 after the pornography allegations came to light.

El-Halta was booked into the Iron County Jail Friday on 10 class A misdemeanor charges of accessing pornography or indecent material while on school property and seven class A misdemeanor charges of sexual battery.

His bail currently stands at $66,300, according to bookings information.

St. George sisters arrested for meth distribution, possession

ST. GEORGE – Following a lengthy investigation, the Washington County Drug Task Force arrested two St. George sisters Tuesday on a variety of drug charges, including methamphetamine distribution in a drug-free zone.

Sherry Pace Larsen, 48, faces meth distribution charges, while her sister, 41-year-old Robyn Lee Swanson, faces drug possession charges, stemming from a task force narcotics distribution investigation conducted over the past three months.

During the course of the investigation, the task force conducted three controlled meth buys on separate occasions which took place at the sisters’ home, located on the 200 North block of Mall Drive in St. George, through the use of a confidential informant who purchased the meth from Larsen, task force Detective Matt Schuman said in a probable cause statement supporting Larsen’s arrests.

Detectives spotted Larsen and Swanson leaving their home Tuesday, headed north on Mall Drive with Swanson behind the wheel, and initiated a traffic stop because Swanson was driving with a suspended license, task force Detective Jim Jessop said in a probable cause statement supporting Swanson’s arrest.

After placing Swanson under arrest for driving on a suspended license, detectives found a baggie in Swanson’s pocket containing a white residue which tested positive for methamphetamine, Jessop said in the statement, along with several pills, identified as clonazepam and alprazolam, both schedule 4 controlled substances, as well as sleeping pills.

“As I was pulling a plastic baggie out of (Swanson’s) pocket, she stated that the pills were hers,” Jessop said.

When no prescription bottles with identifying labels were found during the search, according to the statement, Swanson changed her story about the pills.

“(Swanson) made an unsolicited statement about the loose pills,” Jessop wrote, “saying the pills weren’t hers and that she found them on the ground of someone’s garage.”

During a search of Larsen’s purse, after placing her under arrest for drug distribution, detectives found a glass pipe with a burnt residue wrapped in a yellow rag, as well as a wallet containing a plastic bag, according to Schuman’s probable cause statement. The plastic bag contained a crystal substance that later tested positive as meth.

Larsen and Swanson were booked into the Washington County Purgatory Correctional Facility.

Larsen was charged with two first-degree felonies for drug distribution in a drug-free zone, one second-degree felony for drug distribution, one third-degree felony for drug possession, and a class B misdemeanor for possession of drug paraphernalia.

Larsen’s bail pending trial stands at $65,583.

Swanson was charged with one third-degree felony for drug possession, two class A misdemeanors for possession of drugs, a class B misdemeanor for possession of drug paraphernalia, and a class C misdemeanor for driving with a suspended license.

Swanson’s bail pending trial stands at $7,019.

Both women made their initial court appearance on Thursday and are scheduled to make their next court appearance on Feb. 23.

Woman arrested following shopping spree with stolen credit card information

ST. GEORGE – A 52-year-old woman was arrested Tuesday for allegedly making online purchases with two different trucking companies’ stolen credit card information.

On Jan. 21, officers responded to the Arizona-Utah Department of Transportation Port of Entry at Exit 1 after it was discovered there had been a credit card breach in their office, St. George Police Officer David McDaniel said in a probable cause statement supporting the arrest.

DTS Logistics in Montana and Derrico Logistics in Wisconsin, both trucking companies, had their credit card information taken from the Port of Entry office.

Krisan Moss, of St. George, was found to have used the Derrico Logistics credit card at a St. George nail salon, McDaniel said in the statement. The charge was for $58, and included two nail services and a $5 tip.

Derrico Logistics informed police they had evidence of three suspicious charges on their account, from the nail salon, Hulu.com and Etsy.com. Subpoenas were sent to Hulu.com and Etsy.com, and Moss could face these additional criminal charges if verifying information is obtained by police, the statement said.

A fourth charge on Derrico Logistics’ card for $173. to Overstock.com was reversed before it was complete, the statement said, because the buyer’s shipping address didn’t match the shipping address and billing address listed by the credit card’s owner.

Overstock.com also provided police with another denied charge by a buyer using the same IP address, shipping address and phone number, on the same day and within the same hour, for the same $173. item but, this time, on a DTS Logistics credit card, McDaniel said. Overstock.com advised police the computer digital signal matched on both transactions and they were able to stop the transaction before it went through.

Police contacted DTS Logistics and the owner said he was aware of the Overstock.com charge along with another online charge. After the required information is sent to police for the additional unlawful credit card use, Moss could face additional criminal charges, McDaniel said in the statement.

Police were unable to locate Moss for several weeks, but found her at her residence on Tuesday.

Moss was placed under arrest and booked into the Washington county Purgatory Correctional Facility, McDaniel said.

Moss was charged with one third-degree felony for unlawful use of a finance card, two third-degree felonies for possession of information to use a finance card, and four class B misdemeanors for theft.

Moss was initially booked into the Purgatory Correctional Facility on $27,040 bail. Her bail was later reduced to $10,000 by 5th District Judge G. Michael Westfall after she made her first court appearance on Feb. 12.

This is not Moss’ first run-in with the law. In June 2007, Moss was found guilty of attempting to fraudulently obtain unemployment compensation, and was found guilty in March 2012 of two counts of identity fraud and providing false information with the intent to deceive a public servant, according to Utah court documents.

In November 2012, Moss was arrested on six counts of falsely obtaining or dispensing prescription medication but those charges were later dismissed. Moss was arrested on four counts of identity fraud in July 2013, but those charges were also dismissed.

Moss is scheduled to make her next court appearance March 2 for the current theft and finance card charges she is facing.

Hurricane man busted for DUI, hit-and-run in Virgin River Gorge

ST. GEORGE – Utah Highway Patrol troopers nabbed a hit-and-run driver Monday after the man struck another vehicle on the Interstate in the Virgin River Gorge and then fled the scene. It was later discovered the man had been driving under the influence of alcohol at the time of the collision.

At approximately 1 p.m., an attempt-to-locate alert was issued for a white sedan after the car hit another vehicle from behind on the Arizona stretch of Interstate 15 in the Virgin River Gorge, and then left the accident scene.

“It happened just near the construction zone,” Utah Highway Patrol Trooper Matthew Pratt said.

UHP Trooper Chris Terry was near the state line when the call came through and saw the vehicle as it passed, Pratt said. Terry was able to catch up to the vehicle and pull it over on the Utah side near milepost 2. Pratt arrived shortly after that.

The troopers conducted a field sobriety test and the man, identified as David Scott Webber, of Hurricane, did not pass. His blood alcohol content registered at 0.121, Pratt said.

Webber was arrested without incident and was transported to the Washington County Purgatory Correction Facility. He was booked on one class B misdemeanor DUI charge and is being held on $1,420 bail, according to current booking information at the time of this publication. His vehicle was impounded.

Responders from the Arizona Department of Public Safety took over the investigation of the collision, as it occurred in Arizona, Pratt said. In addition to being arrested on the DUI charge, Webber was also issued a citation by AZDPS for causing the crash.

The vehicle that was hit by Webber in the Gorge sustained only minor damage, Pratt said.

Slumped outside athletic club; man arrested for drugs, DUI

ST. GEORGE — A Santa Clara man was taken into police custody Sunday after he was found slumped over the steering wheel of his car outside Summit Athletic Club.

At approximately 2 p.m., officers from the St. George Police Department responded to reports of a person down outside the Summit Athletic Club at 1532 1450 South, St. George Police Officer Doug Iverson said in a probable cause statement supporting the arrest. Upon the officers’ arrival, they contacted a man sitting in the driver’s seat of a vehicle.

After speaking with the man, officers identified him as 35-year-old Justin Hustead, the statement said. While EMS workers from Gold Cross Ambulance tended to Hustead, police spoke to the witness who had first reported the incident to authorities.

“He stated (Hustead) was parked in the middle of the exiting driveway,” Iverson said in the statement, “slumped over with his head partially on the steering wheel.”

The witness told officers that he shook Hustead awake, after which Hustead pulled his car into a parking stall and waited for emergency responders, the statement said. The witness also told officers that he had seen a syringe on the floor of the vehicle.

After medical personnel finished evaluating Hustead, officers performed field sobriety tests, Iverson said in the statement. Hustead did not pass the tests, and was placed under arrest for driving under the influence, Iverson said in the statement.

During an inventory of the vehicle, the statement said, officers located drugs and paraphernalia, consistent with what the witness had reported.

During an inventory of the vehicle, “… there was several items of paraphernalia located as well as suspected heroin and methamphetamine,” Iverson said in the statement. “In his right front coin pocket, I located a lorazapam and a hydrocodone pill, not in a prescription bottle.”

Hustead also admitted to drinking several shots of alcohol in a bloody mary cocktail before driving to Summit, the statement said, even though he has an alcohol-restricted driver’s license.

Hustead was transported and booked into Washington County Purgatory Correctional Facility. He is charged with four third-degree felonies for driving under the influence and for possession of heroin, methamphetamine, hydrocodone, and lorazapam; and two class B misdemeanors for possession of drug paraphernalia and violation of an alcohol-restricted driver’s license. His bail for release is set at $24,293.

Parolee charged with 15 counts of sexual exploitation of minor

ST. GEORGE – A 24-year-old parolee was charged with 15 counts of sexual exploitation of a minor Wednesday after probation officers discovered pornographic images of underage girls on his cellphone.

On Thursday, parole officers performed a home compliance visit for Bradley James Thomas, of St. George, who is currently on probation with the 5th District Court, Adult Probation and Parole Officer Alan Dressler said in a probable cause statement supporting the charges.

In accordance with his probation agreement, parole officers reviewed Thomas’ phone during the visit, the statement said.

“While reviewing the contents of the phone,” Dressler said in the statement, “I observed several pictures of what appeared to be pornographic pictures of underage females.”

Thomas was arrested and placed on a 72-hour hold Thursday for being in violation of his probation agreement, the statement said. A search warrant for Thomas’ phone was obtained on Tuesday.

“Upon further inspection,” Dressler said, “the images were of pre-pubescent females, naked, and in pornographic poses.”

An interview with Thomas was conducted at the Washington County Sheriff’s Office. During the interview, according to the statement, Thomas admitted to searching for pornographic images of underage girls and further admitted to downloading the images to his phone.

Judge Eric A. Ludlow, of the 5th District Court, issued a no-bail bench warrant for Thomas’ arrest on Wednesday for failing to comply with the terms of his probation.

Thomas was charged with 15 second-degree felony counts of sexual exploitation of a minor for possessing the images. He is scheduled to make his first court appearance for these charges on March 3.

According to Utah court documents, Thomas had been serving a 36-month probation sentence following a third-degree felony theft conviction in March 2013.

Traffic stop on swerving car ends in felony drug bust

SANTA CLARA — A traffic stop in Santa Clara early Wednesday morning resulted in the arrest of a St. George man for possession of multiple drugs.

While on patrol at 1:08 a.m., Santa Clara Police Officer Todd O’Bray conducted a traffic stop on a vehicle after witnessing it weaving in and out of its lane of travel, O’Bray wrote in a probable cause statement supporting the arrest.

After stopping the car and speaking with the driver, O’Bray identified the car’s sole occupant as 28-year-old Ryan Merrihew, the statement said.

“Mr. Merrihew was slow to acknowledge me and was slurring his speech,” O’Bray said in the statement. “I had Mr. Merrihew perform standardized field sobriety (tests) and found that he appeared intoxicated.”

Dispatch also informed the officer that Merrihew’s driver’s license was denied, according to the statement.

While conducting a search on Merrihew, the officer discovered a bag at his waistline containing multiple drugs, O’Bray said in the statement. These drugs included methadone, marijuana, heroin and clonazepam — a prescription drug used to treat seizure and panic disorders.

All the drugs were separated into clear plastic baggies, the statement said. Merrihew also informed officers what was in each bag by identifying the substances for them.

After receiving consent to search the vehicle, officers additionally located a backpack in the back seat containing other drug-related items.

“Mr. Merrihew informed officers that it was his,” O’Bray said in the statement. “In the backpack was a scale and straw.”

Merrihew was arrested without incident and transported to the Washington County Purgatory Correctional Facility. He is charged with two third-degree felonies for possession of methadone and heroin; four class B misdemeanors for driving under the influence of, and possession of, marijuana and clonazepam, as well as possession of drug paraphernalia; and two class C misdemeanors for driving on a denied license and failure to stay in one lane on the road.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

Task force nabs 3 alleged drug dealers in Washington County

WASHINGTON COUNTY – The Washington County Drug Task Force continues to crack down on drug related crimes in the county, nabbing three more alleged drug dealers in separate incidents within the last two days by conducting controlled drug buys through the use of confidential informants.

The task force conducted separate narcotics distribution investigations into 20-year-old Shyian Mai Dowell, Aaron Blade Morales, 21, and 56-year-old Joseph John Butkovich, all of St. George, according to probable cause statements filed in connection with each of the arrests.

Dowell

Dowell was arrested Tuesday for allegedly selling drugs, including heroin, to a confidential informant in Washington City and St. George.

She was booked into the Washington County Purgatory Correctional Facility and faces two second-degree felony counts of drug distribution.

Dowell’s bail pending trial stands at $20,000. According to booking information, she remains in custody.

Morales was also arrested Tuesday after he allegedly sold drugs to a confidential informant in St. George, task force Detective Nick Hallman said in a probable cause statement supporting Morales’ arrest.

He was booked into Purgatory Correctional Facility and was charged with one second-degree felony for drug distribution.

Morales’ bail stands at $10,000. According to booking information, he remains in custody.

Butkovich

Butkovich was arrested Wednesday after he allegedly sold methamphetamine to a confidential informant in St. George, task force Detective Matt Schuman said in a probable cause statement supporting Butkovich’s arrest.

His charges were enhanced because the place he chose to meet the informant for the buy was located within a drug-free zone – as it was 959.76 feet away from Sunset Elementary School, the statement said.

He was booked into the Washington County Purgatory Correctional Facility and charged with three first-degree felonies for drug distribution in a drug-free zone.

Butkovich’s bail stands at $60,000. According to booking information, he remains in custody.

Birthday boy sells drugs at car wash, runs from police, arrested for drug distribution

WASHINGTON CITY – It was a birthday gone bad for a man who took police on a foot chase in Washington City Wednesday and ended up being arrested for selling methamphetamine in a car wash parking lot.

While officers were on patrol, they observed a man make a brief stop at a home known to be frequented by drug users. The man then drove to a car wash approximately 20-30 seconds away, Washington City Police Officer Ryan Ericksen said in a probable cause statement supporting the arrest.

When the man got to the car wash, he exited his vehicle and immediately got into a car waiting at the car wash, the statement said. About 2-3 minutes later, the man got out of the car and got back into his vehicle.

The man began leaving the area but stopped and re-parked his vehicle when he spotted officers, the statement said. Officers made contact with the man, identified as 35-year-old Cameron Wade Sharpe, and learned he had a revoked driver’s license out of Nevada.

During a terry frisk for weapons, officers located a knife on Sharpe and felt a rectangular shaped item in his pocket but couldn’t tell what it was at the time, the statement said.

“During our contact with (Sharpe) he took off running toward Family Dollar,” Ericksen wrote in the statement. “(Sharpe) was ordered to stop and did not. The entire time he was running he was digging around his front waistline and pockets.”

After a short foot chase, officers caught up with Sharpe behind Family Dollar, located at 595 E. Telegraph St. in Washington, and placed him under arrest.

While searching the area where Sharpe had run, officers located a baggie with “two large chunks of a white crystalline type substance” that later tested positive for methamphetamine, the statement said.

“Upon seeing the substance and its shape and size,” Ericksen said, “I could see it was consistent with the object I felt in (Sharpe’s) pants pocket.”

Sharpe was booked into the Washington County Purgatory Correctional Facility. He was charged with one first-degree felony for drug possession with the intent to distribute in a drug-free zone; a class A misdemeanor for failing to stop at the command of an officer; and a class C misdemeanor for driving on a denied license.

His bail pending trial stands at $22,710.

According to court documents, Wednesday – the day Sharpe was arrested – was his 35th birthday.

Sharpe made his initial court appearance Thursday and is scheduled to make his next court appearance on Monday.

Woman charged with unlawful sexual conduct involving teenage boys

ST. GEORGE — St. George resident Kiley Michelle Kramer, 34, surrendered herself to police at the county jail Wednesday in connection with a police investigation against her. She was then arrested and booked on four misdemeanor charges alleging she had had unlawful sexual contact with two teenage boys in the summer of 2014.

“We were told that she was being investigated,” Kramer’s attorney Douglas D. Terry said, “and she did voluntarily surrender herself but we did not know specifically what the charges were.”

The investigation

The investigation began, St. George Police Sgt. Sam Despain said, when a male juvenile came forward on Jan. 29 and spoke with police regarding a sexual offense.

As a follow-up, St. George Police Detective Choli Ence met and interviewed two juvenile boys, ages 17 and 16, who allegedly had sexual encounters with an adult woman, Ence wrote in his probable cause statement supporting the arrest.

During the interviews, Ence said in the statement, one of the teenage boys told the detective of an incident in the summer of 2014 where they were hanging out with Kramer and she allegedly exposed her breasts to them.

Additionally, Ence said in the statement, the teenage boys followed Kramer into her bedroom and she allowed them to touch her (private parts) and she in turn touched theirs.

During the investigation, Ence also spoke with two juvenile girls who said they were present at the time of the incident, his statement said. The girls confirmed that Kramer had exposed her breasts to them several times, he said, and that the boys had followed Kramer into her bedroom and locked the door.

Surrender and arrest

Based on the interviews, the statement said, Ence called and attempted to speak with Kramer about the alleged incident. Kramer invoked her Miranda rights and stated that she had retained attorney Doug Terry.

On Wednesday, she met Ence at the Washington County Purgatory Correctional Facility where she was booked into jail and later released on posting a $7,800 bail bond.

Washington County Attorney Brock Belnap filed charges Thursday in 5th District Court bringing the four counts against Kramer based on Utah’s law specific to unlawful sexual conduct with a 16- or 17-year old when a defendant is 10 or more years older than the minor at the time of the alleged offense.  This misdemeanor statute expressly does not apply in cases where violent acts such as rape, object rape, forcible sodomy or aggravated sexual assault may be involved.

Kramer’s first appearance, an arraignment, is scheduled for Wednesday. She adamantly denies the charges, her attorney said.

“She’s innocent of these charges,” Terry said, “and we intend to aggressively defend against them.”

Cedar City man busted for child porn, sexual exploitation of minor

CEDAR CITY – A 35-year-old Cedar City man was arrested Thursday after the FBI learned of illicit photos on his Pinterest account. This led to the discovery of more than 100 child pornography images on the man’s personal computer.

Adam Douglas Gifford, who lives on DL Sargent Drive in Cedar City, was charged with 10 second-degree felony counts of sexual exploitation of a minor. Each count carries with it a possible one- to 15-year prison sentence.

The Cedar City Police Department was notified by the FBI’s Internet Crimes Against Children Task Force about a week ago that Gifford had posted sexually explicit images on a Pinterest message board, Cedar City Police Sgt. Jerry Womack said.

“They were the ones that tipped us off to it,” he said. “They went to his house just to do a ‘knock and talk,’ and while they were there, he consented to let the officers look at his cellphone.”

Based on what they saw at the scene, Womack said, the officers were concerned enough to request an on-site warrant to seize Gifford’s home computer and search its contents.

A forensics exam led to the discovery of multiple images of child pornography, Womack said.

Gifford was taken into custody at about 7:28 p.m. Thursday and was booked into the Iron County Jail.

Bail is set at $20,000, cash or bond. As of Saturday at 3:30 p.m., Gifford is still in custody.

Sex offender arrested after allowing child sleepovers at his home

HURRICANE – A 37-year-old convicted sex offender was arrested Thursday for being in the presence of a child after he reportedly picked his daughter and her friend up from school and allowed the two girls to have a sleepovers at his home.

Edward Scott Paulus, of Hurricane, was reported by a parent who told police Paulus failed to disclose he was a registered sex offender, Hurricane City Police Officer Ian Atkinson said in a probable cause statement supporting the arrest.

Paulus had been taking the girls to and picking the girls up from school since January and the two girls had been having sleepovers together at his home, the statement said.

“Through this time,” Atkinson said in the statement, “the complainant had no knowledge that (Paulus) was a registered sex offender.”

In April 1996, Paulus was convicted of second-degree felony sexual abuse of a child, according to Utah court documents; and, in December 2012, he was convicted of failure to register as a sex offender, a third-degree felony.

Utah law mandates that a sex offender convicted of committing a sex offense against a child younger than 14 years of age, is guilty of a class A misdemeanor if the sex offender requests, invites or solicits a child to accompany the sex offender without informing the child’s parents they are a registered sex offender and receives written authorization for the child to accompany them.

Police contacted and questioned Paulus about the situation.

“He admitted to the offense and stated he was unaware of the stipulation,” Atkinson said.

Paulus was arrested and booked into the Washington County Purgatory Correctional Facility. He was charged with a class A misdemeanor for being in the presence of child as a registered sex offender.

His bail pending trial stands at $5,000.

Paulus’ court arraignment is scheduled for Feb. 26.

Police nab Nevada duo for drugs, theft during shoplifting round 2

WASHINGTON CITY – A Nevada man and woman were arrested Friday for drug possession and retail theft after they allegedly stole more than $1,500 worth of merchandise from the Washington Wal-Mart, located at 625 W. Telegraph Street, and then returned to the store two days later, attempting to steal from the store again.

On Wednesday, a man and a woman entered Wal-Mart and selected numerous items from the shelf.

The man, later identified as 32-year-old Christopher David Sheppard, of Henderson, Nevada, and the woman, identified as 29-year-old Krysta Lea Donnelly, of Las Vegas, left the store without purchasing the merchandise with an estimated total value of over $1,500, Washington City Police Officer Kory Klotz said in probable cause statements supporting the arrests.

On Friday, the two returned to the store and attempted the same type of theft, the statements said. They each selected numerous items and began to leave the store.

The two were stopped prior to exiting the store and were detained. The total amount of the attempted theft was also over $1,500, according to the statements.

“During the search of (Sheppard), I located a concealed bi-fold knife in his front pocket,” Klotz wrote in a statement of probable cause. “I then located a pair of silver brass knuckles in his back pocket behind his wallet.”

Officers inventoried the vehicle located in the parking lot the two arrived at the store in. Inside the vehicle, officers discovered a small substance that tested positive for heroin, two smoking pipes with burnt residue and a green leafy substance which tested positive for marijuana, Klotz said in the statements.

Because of the location the vehicle was parked, drug charges were enhanced because it fell within a drug-free zone – within 1,000 feet of Nisson Park and a trail system.

“Both suspects would not speak to me about the thefts or the illegal substances found in the vehicle,” Klotz said.

Sheppard and Donnelly were arrested and booked into the Washington County Purgatory Correctional Facility.

Sheppard was charged with one second-degree felony for drug possession; two third-degree felonies for retail theft; and four class A misdemeanors for retail theft and possession of drugs, drug paraphernalia and a dangerous weapon.

His bail pending trial is set at $25,000.

Donnelly was charged with one second-degree felony for drug possession; two third-degree felonies for retail theft; and three class A misdemeanors for retail theft and possession of drugs and drug paraphernalia.

Judge G. Michael Westfall, of the 5th District Court, set Donnelly’s bail at $20,000 during her initial court appearance Monday.

Both Sheppard and Donnelly are scheduled to make their next court appearance on March 2, where they will both be represented by court appointed Attorney Aric Cramer.

Police track trio in car at alleged drug house; traffic stop leads to arrest

WASHINGTON CITY — Two men and one woman were arrested Tuesday after members of the Washington City Police Department found them in possession of a wide variety of drugs during a traffic stop.

While on patrol Tuesday at 8:06 p.m., Washington City Police Officer Chandler Prince saw a vehicle with three people in it parked outside of a known drug house, Prince said in probable cause statements supporting the arrests. Once it left, the officer followed the vehicle and initiated a traffic stop after the driver failed to signal while making a left-hand turn.

Upon speaking with the occupants of the car, Prince identified the driver as Steven Nelson of Las Vegas, and the two passengers as St. George residents Shelby Layne Bess and William Owen, the statements said. Upon running their information, Prince found that Nelson’s driver’s license had been revoked.

While speaking with Nelson outside the car, Prince performed a Terry frisk, he said; that is, a quick pat-down on reasonable suspicion the person may be armed and dangerous.

“I asked Steven if I could search his pockets and he denied consent,” Prince said in his probable cause statement. “I felt a large bulge in his left pocket. No weapons were found on Steven at that time.”

Prince also said in the statement that he saw a plastic tube containing suspected marijuana located on the front passenger seat next to Bess’ left leg. Upon searching the vehicle, the officer’s suspicions were confirmed.

“There was marijuana in the tube and the tube had another compartment which held multi-colored water balloons,” Prince said in the statement. “I then found a scale in a box in the center console of the vehicle.”

The scale was also discovered to have heroin residue on it, Prince said in the statement.

Further search of the vehicle also yielded results. According to the statement, Prince discovered a broken methamphetamine pipe containing a testable amount of methamphetamine, along with both heroin and marijuana paraphernalia in the passenger-side compartment and the backseat of the vehicle. A marijuana grinder was also located in the trunk of the vehicle along with containers to store marijuana in.

During the officer’s search of the three occupants, he found Stevens in possession of two oxycodone pills, Prince said in the statement. One pill was located in Steven’s pants pocket and another under the insole of his left shoe.

It was also determined that the home Prince originally located the vehicle at was within 1,000 feet of the Washington City Community Center, the statement said. Because of this, all drug charges against them were enhanced due to them being within a drug-free zone. All three were placed under arrest and transported to Washington County Purgatory Correctional Facility.

After arriving at the facility, Prince said in the statement, Nelson was taken out of his handcuffs and searched again. During this search, officers found a sandwich-sized baggie half-full of heroin and methamphetamine, more than what is considered a personal-use amount.

Nelson is charged with two first-degree felonies for possession of methamphetamine and heroin with intent to distribute; a second-degree felony for possession of oxycodone; a third-degree felony for possession of marijuana; a class A misdemeanor for possession of drug paraphernalia; and two class C misdemeanors for failure to signal and driving on a revoked license. His bail for release is set at $51,310.

The two passengers in the car are also having criminal charges brought against them.

Bess is charged with two second-degree felonies for possession of heroin and methamphetamine and two class A misdemeanors for possession of marijuana and drug paraphernalia. Her bail for release was originally listed at $22,323, and reduced to $10,000 by District Judge G. Michael Westfall.

Owen is charged with one second-degree felony for possession of methamphetamine and two class A misdemeanors for possession of marijuana and drug paraphernalia. His bail for release is set at $7,721.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

Police collar suspect in rash of Mesquite burglaries

MESQUITE, Nevada – A 33-year-old man allegedly involved in multiple home burglaries was arrested in Mesquite, Nevada, Thursday.

The Mesquite Police Department announced Friday afternoon that officers arrested Mesquite resident Cameron Hill as part of a lengthy investigation into multiple residential burglaries.

Hill has been charged with numerous felony burglary counts.

“The suspect is currently in custody and has been identified as being responsible for numerous residential burglaries,” the police said in a statement. “All of these burglaries have occurred within the Mesquite City area.”

Earlier this month, police issued an alert to city residents about a noticeable increase in burglaries over the past several months.

Mesquite Police Chief Troy Tanner said the arrest resulted through a collective effort between citizens and the police.

“The police department has been able to continually work hard and receive new and updated information related to the rash in home burglaries thanks to citizens keeping a constant watch on their neighborhoods and calling the police department whenever they observe suspicious activity,” Troy said, as quoted in the press release. “It is due to this teamwork between the community and police department that our burglary suspect is now in custody.”

Task force nabs alleged meth dealer

ST. GEORGE – As the Washington County Drug Task Force continues to crack down on drug related crimes in the county, they arrested another alleged methamphetamine dealer Wednesday on three counts of drug distribution.

The task force conducted a narcotics distribution investigation into Steven Shane Bowdidge, 47, of St. George, task force Detective Jim Jessop said in a probable cause statement supporting the arrest.

During the course of the three month investigation, the task force conducted a controlled buy of methamphetamine on three separate occasions in St. George through the use of a confidential informant who purchased meth from Bowdidge, the statement said.

Bowdidge was arrested and booked into the Washington County Purgatory Correctional Facility.

He was charged with three second-degree felonies for drug distribution. His bail for release pending trial stands at $50,000.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.
